Seems like the pre-Hootcake Madolche, but with Hootcake. I'd take out Butlerusk because of how slow he is without Double Summon in hand and especially without Ultimate Offering in the deck. Other than that it looks good - I'm personally against Double Summon, but it won't cost you points since it's just my opinion. It works well with this build.
With Effect Veiler in your main deck, you want to run an Ally of Justice Catastor - it's almost mandatory when you can achieve it as it's such a good card. 2 Cowboy is a bit iffy, try Lavalval Chain so you can set up your next turn. Also cut back one Queen Tiaramisu, you'll never summon two - not to mention you can bounce it from the grave to your deck by activating Château or a Queen Tiaramisu. Leviair is a very important card in Madolche, because it can recycle a banished Messengelato for Tiaramisu combo purposes. Also try to make space for a Hyper Librarian to get over the enemy Catastor, a Utopia and a Blackship of Corn.

Chaos Sorcerer and BLS when you only have 2 other Light monsters (Veiler) is very inconsistent and will cause a lot of dead draws. Even if it's easy to summon a Light monster from your extra deck, they will always be situational meaning you won't always summon one. Gorz with all those continuous traps and spells can also easily become a dead draw.
There's one spot open in your extra, maybe you forgot to add Stardust Dragon for your Starlight Road? I would definitely run Shock Master over Shark Drake. Also, I'd take out Number 6 and 12 for M7 and Maestroke.
