Each face-up monster on the field loses 2 Levels, until the End Phase. You can remove from play this card from your Graveyard to select 1 face-up monster and reduce its Level by 1, until the End Phase. This effect cannot be activated the same turn this card is sent to the Graveyard. This is quite an interesting tech card: very useful against decks that rely on extra-deck special summons (aside from fusion). Wind-Ups, Dino Rabbit, Evilswarm Rabbit, Synchro decks etc. When this card is used right, you can stop them from getting the XYZ/Synchro monster they want twice, from this one card. It is obviously quite the disruption card if you pull it off. Opponent opens with a Rabbit/Tourguide, gets 2... whatever, and you activate this and all they can get is a Gachi/nothing. Similar to Synchros; rather than the SDD/Scrap they were after they'll end up with... Armory Arm (if anyone still runs that). It's secondary effect is a bit more tricky, when it is in the grave you can remove it to lower a monster's LV by 1: this effect also applies to you so it is possible to use it for some combos rather than just disruption. So to summarize, this is a Trap Card that can either stop your opponent's Laggia/Dolkka twice or Wind-Up loop twice. Even if it is situational; with the amount of XYZ summons these days this card is worth a place in the Side Deck. So what do you think? Do you prefer other sides? Or still undecided? Note: The next COTW will be Evilswarm Thunderbird |

In current meta with every deck XYZ summoning this card can stop a lot of combos and disrupt opponents strategy leaving him open to counter attack! Hmm yeah I think it's worth a place in side, but also depends on the deck. Let's not forget that side deck has space for 15 cards so we must choose wisely |

And when I see quasar I always think about summon a quasar can atack maximum like yusei in the anime. And this is the solution, synchro monsers lv 4,5 down to 2 and 3. and what about Formula synchron? it will be lv 0 or 1? I think 1. |

I rather run Chain Disappearances or Bottomless Trap Holes to ensure to get rid of key cards they summon.(Especially since both Dino's are summoned at once, they both get banished at once. Rabbit also can't escape Chain due to ignition priority being gone)
But yeah, it seems like a good tech. Just don't see much use other than the occasional disruption or Xyz shenanigans.

I'm surprised you aren't reviewing Evilswarm Ophion over Thunderbird... Ophy is pretty lethal.

And you've reviewed cards that are more popular than said card in the past: Warning, Lance, Compulsory. So the idea of you reviewing quite well-known cards wasn't out of the question.
I just remembered where I first saw this card in action... Shadow trolled me with it. *shakes fist* |

It only down level by 1 but that enough to make some deck cant work. Dino/rabit, and it will make some synchro deck's combo ... lol for example combo: summon junk synchro and ss 1 lv 2 or lower and we have one lv 1 and one lv 2 monsters on the field so cant syn anything. |

But the problem with that is that it can be easily MST'd or Heavy Storm'd. |

And I think that the only deck I can see people running this in would be Lightsworn. Since it's both a good card to draw and to mill. |
