I cant play because you keep Refpaneling me!
 
At one point during the format Refpanel was considered nuts to side against Dragons. Anytime a player would use Seven Swords, Trade-in, Cards of Consonance, you could respond with Refpanel giving you a +2 on your opponent with swords, and +3 with trade in and consonance. Besides the card advantage here, the real important idea was the fact that dragons can't draw into any key traps or dragons to continue with more options early game, while you have more options to keep them at bay. Like other "blowout cards" Refpanel is quite a unique card to approach with siding and has many other "tricks" up its magical sleeve. Another card you can Refpanel for matchups is Duality, which allows you to check 3 of your cards from the top deck and add one. Also your opponent isn't allowed to special summon.

Here is a list of really cool tricks you can pull off with Refpanel that can be considered "blowouts".
 

• If you activate Allure of Darkness, and chain with your own Mystical Refpanel, your opponent has to discard their entire hand if they don't have a dark monster in their hand.
  
• With Into the Void, chaining Mystical Refpanel will cause your opponent to discard their entire hand during the EP.

• Mystical Refpanel can be Chained to cards that do the following:
  
  • 1. Increase 1 player’s Life Points.
    
  • 2. Inflict Direct Damage to 1 player’s Life Points.
    
  • 3. Allow 1 player to draw a card(s) from the top of their Deck to their hand.
    
  • 4. Cause 1 player to discard from their hand.
    
  • 5. Modify the actions 1 player can take, such as Mesmeric Control.
  
  
• If you Chain Mystical Refpanel to your opponent’s Spell, then it is still considered to be your opponent’s effect regardless of which player it ends up applying to.
  
• You cannot Chain Mystical Refpanel to cards like Card Destruction or Upstart Goblin that target multiple players. You cannot use it against Equip, Continuous, or Field Spells.
  
• It cannot be Chained to cards like Share The Pain, Raigeki, or Harpie's Feather Duster.
  
• It cannot be Chained to Spells that would send cards from a player’s Deck to the Graveyard, even if that Spell would do one of the above things. (Examples, Foolish Burial, Solar Recharge)
  
• If you activate "Cold Feet", "Mystical Refpanel" can be activated. Also, if the effect of "Cold Feet" is switched to affect the opponent by the effect of "Mystical Refpanel", the opponent cannot use the effects of Spell or Trap Cards or Set them during the turn in which "Cold Feet" was activated.

Looks very useful one thing I'm not quite sure on can it reflect a Mst back at your opponent ?

Probably not as Mst is a bit like HFD

No, because MST doesn't directly apply to a player. It targets a card on the field.
